Hospitality Terrace Licence: Everything You Need to Know

*This article contains the Dutch legislation.

With sunny terrace weather just around the corner, it is important to be well prepared. If you plan to set-up a new hospitality terrace or expand your current one, you should first check whether you need a terrace licence. In this blog, we explain how to apply for one, what the costs are, which rules apply and give practical tips. So you know exactly where you stand.

What is a hospitality terrace licence?

A terrace licence is necessary if you want to install or expand a catering terrace, especially if you are using municipal land, such as a pavement or square. Moreover, regulations differ from one municipality to another, so it is important to know the local regulations well. With an approved permit, you are always assured of a legal and safe terrace. This not only increases your hospitality, but also the capacity of your catering establishment. So make sure you have an attractive terrace with appropriate hospitality furniture and offer your guests a unique outdoor experience.

How to apply for a terrace licence in hospitality?

1. Preparation
Before applying for a terrace licence for the hospitality industry, good preparation is essential. Collect documents such as floor plans showing the dimensions and layout of your terrace. Add a business plan in which you describe your terrace concept, including the desired terrace layout and catering furniture. Photos of the location help to give a complete picture. This makes it easier for the municipality to assess your application.
2. Submitting your application
With all documents complete, submit your application to the municipality. This can usually be done online via the municipal website. Make sure your application is complete and in line with the guidelines for catering terraces. Correctly completing and uploading the required documents will prevent delays.
3. Assessment
The municipality checks your application to determine whether your terrace complies with local rules, such as the General Local Bye-Law (APV). Additional information may be requested or an on-site inspection may follow. Make sure your terrace design is practical and does not create obstacles for guests or traffic.
4. Decision
After the assessment, you will receive a decision. Upon approval, you can immediately start designing your terrace. Use high-quality furniture and create an attractive atmosphere that suits your hospitality concept. If your application is rejected, you can usually appeal or amend the application and submit it again.

Costs of a terrace licence

The costs for a catering terrace licence vary from one municipality to another. They depend on factors such as the location, the number of square metres and the duration of the licence. There may also be additional costs if you want to change existing permits, for example an alcohol or environmental permit. So always check with your municipality for current fees.

Legislation

Although the rules vary from one municipality to another, there are some general conditions that apply everywhere. For example, your terrace must not damage the road, endanger the safety of road users or hinder maintenance. These rules are included in the General Local Bye-Law (APV) and the municipal environment plan. Check these documents carefully to avoid surprises.

Terrace season

Many municipalities operate a ‘terrace season ’for the hospitality industry, usually from April to October. During this period, your terrace may be open, but often specific opening hours apply, such as from 12:00 to 02:00. Inside your catering establishment, you may remain open at all times. Doesn’t your municipality have a terrace season? Then you can operate a catering terrace all year round.

Advantages of a catering terrace

A terrace offers numerous advantages for your hospitality business. It not only increases your capacity, but also attracts more customers, especially in the warmer months. An attractive outdoor terrace creates an attractive appearance and enhances the customer experience, resulting in more returning guests. Make sure your terrace is equipped with comfortable and stylish hospitality terrace furniture so that your guests can enjoy it to the fullest. When decorating, think about smart hospitality furnishing tips, such as windbreaks and parasols, to create a pleasant atmosphere. Moreover, with a valid terrace licence, you are always operating legally and safely, with no surprises afterwards.
